uninstall LiveUpdate:
1. Click Start and then Control Panel.
2. Click Add or Remove Programs and then click Change or Remove Programs.
3. Select LiveUpdate and then click Change/Remove.
4. Follow the prompts until the uninstall process indicates that it has successfully removed the product.
and then install it again from the symantec website

5. Close the Control Panel
6. Start Live Update
7. Select each update and install each one at a time.

Try turning off Windows firewall. I did not have this issue with any of my Windows XP machines, only my Vista boxes. Once I turned it off, it worked fine.
If you have another firewall program, try turning that off or disabling it as well.
Narayanan’s solution fixes it completely! checked another settings.liveupdate file and it doesnt even have the timeout settings which leads to the assumption that.. watever,

The liveupdate.settings file also has records for HOST which seem to also point to what may be old corporate liveupdate servers. Find a computer that has working settings and replace the lines beginning with HOST from that file into the file on the system with the issue. That resolved my issues with this error.
I solved this problem following Narayanan’s method recently. But he forgot to mention you have to disable norton identity safe and Symprotect Tamper Protection (norton settings) before editing the setting.liveupdate file and changing it to a higher value.
I had this issue but none of the above advice provided resolution. It turned out that the LiveUpdate cache was set to 10MB whilst I was trying to download 50MB of updates hence the failure. You can modify the size of the cache in the LiveUpdate applet in Control Panel.

So i figured out what it was. Go to LUConfig.exe in the LiveUpdate folder under C:\Program Files (x86)\Symantec and change the cache size from 10MB to something large 2(I did 2GB). This should help since the first time there may be a ton of updates to download.
Uncheck the read only option from setting.liveupdate and then able to install live update in the interactive mode.
check the modify date of setting.liveupdate file and open it with notepad.

The issue is caused by your firewall. I had the same problem for nearly two weeks.
Increasing the timeout allows your firewall more time to scan the packets from the live update server.
Another solution is to whitelist or write an exception for outbound traffic from your server’s IP address.

It is essentaial that my PC should be free of viruses. I know that LU 1835 is the only safe update one can think of for safeguarding the PC.
