But he forgot to mention you have to disable norton identity safe and Symprotect Tamper Protection (norton settings) before editing the setting.liveupdate file and changing it to a higher value. I had the same problem for nearly two weeks. Increasing the timeout allows your firewall more time to scan the packets from the live update server. Find a computer that has working settings and replace the lines beginning with HOST from that file into the file on the system with the issue. That resolved my issues with this error.
